I use http://freeconferencing.liveoffice.com, and it's worked well so far.

The conference call line is free.
The recording is free.
The downloading of the recordings is free.
It comes with a web interface where you can see all the participants, and mute and unmute them individually or as a group.

There's a lot more too it than that, but that's a quick summary.
